28 000 защитных костюмов предоставили Швеция и ООН-Женщины в Молдове для 3279 сотрудников системы социальной помощи

Вторая партия помощи в виде 28 тысяч защитных костюмов, стоимостью около 174 тысяч долларов, была передана 36 территориальным структурам социальной помощи со всей страны через Структуру Организации Объединённых Наций по вопросам гендерного равенства и расширения прав и возможностей женщин (ООН-женщины), при финансовой поддержке со стороны Швеции.

Предоставленные средства защиты призваны поддержать усилия Министерства здравоохранения, труда и социальной защиты по обеспечению персонала системы социальной помощи первой линии, который оказывает услуги уязвимым категориям населения во время пандемии COVID-19. Система социальной помощи работает даже во время карантина, а социальные работники и помощники должны оказывать поддержку людям, оказавшимся в трудном положении, на местном и районном уровне, посещать семьи, пожилых людей и лиц с ограниченными возможностями, оказывать поддержку в разрешении проблем, возникших по причине безработицы, а также в разрешении финансовых, социальных и эмоциональных проблем. Вот почему важно должным образом экипировать персонал первой линии в системе социальной помощи.

Эта поддержка в размере 174 тысяч долларов дополняет партию дезинфицирующих средств, перчаток и масок, которую предоставили системе социальной помощи две недели назад общими усилиями ООН-Женщины в Молдове и Швеция по запросу Министерства здравоохранения, труда и социальной защиты.

„Эта помощь в виде средств индивидуальной защиты предназначена для специалистов, работающих на первой линии в этот сложный для Республики Молдова период. Пандемия в особенности негативно сказывается и на самых уязвимых группах граждан, таких как жертвы насилия, пожилые люди, а также люди с ограниченными возможностями. Благодаря этим средствам защиты, мы обеспечим безопасность сотрудниц и сотрудников территориальных структур социальной помощи, которые сейчас работают на первой линии помощи этим уязвимым группам граждан”, сказала Виорика ДУМБРЭВЯНУ, министр здравоохранения, труда и социальной защиты Республики Молдова.

Более того, средства защиты из обеих партий были приобретены у местных производителей, чтобы поддержать местный бизнес в условиях кризиса, вызванного последствиями вспышки COVID-19. Факты свидетельствуют о том, что не заявляется о всех случаях насилия над женщинами, а также о недостаточной доступности социальных услуг для наиболее уязвимых групп граждан, таких как люди с ограниченными возможностями. В начале апреля 2020 г. ООН-Женщины в Молдове и Швеция внесли свой вклад в усилия Министерства здравоохранения, труда и социальной защиты и Национальной коалиции “Жизнь без насилия в семье”, обеспечив гигиеническими средствами и продуктами женщин из 15 центров размещения и государственных специализированных учреждений в различных регионах страны.

Общая сумма помощи, оказанной в борьбе против пандемии COVID-19 через ОНН-Женщины при финансовой поддержке Швеции, на сегодняшний день составляет 215 тысяч долларов.

Учреждения ООН в Молдове оказывают поддержку национальному реагированию на пандемию посредством скоординированных действий, цель которых – защитить людей, в особенности наиболее уязвимых, а также нарастить потенциал национальной системы в различных сферах.

Un al doilea lot de asistență sub formă de 28 mii de costume de protecție, în valoare de aproximativ 174 mii de dolari, a fost donat celor 36 de structuri teritoriale de asistență socială din toată țara prin intermediul Entității Națiunilor Unite pentru Egalitatea de Gen și Abilitarea Femeilor (UN Women) și cu sprijinul financiar al Suediei.

Echipamentul de protecție oferit vine să susțină eforturile Ministerului Sănătății, Muncii și Protecției Sociale de a asigura cu echipamente de protecție personalul sistemului de asistență socială din prima linie care oferă servicii categoriilor vulnerabile ale populației în timpul pandemiei de COVID-19. Sistemul de asistență socială este funcțional chiar și în timpul carantinei, iar asistentele, asistenții, lucrătoarele și lucrătorii sociali au rolul să acorde suport persoanelor în dificultate la nivel local și raional, să meargă în vizite în familii, la persoanele în etate și persoane cu dizabilități, să acorde sprijin în soluționarea problemelor apărute din cauza șomajului, precum și în rezolvarea problemelor de ordin financiar, social și emoțional, inclusiv să ofere sprijinul necesar femeilor afectate de violență. Din aceste motive, este importantă echiparea corespunzătoare a lucrătorilor din linia întâi de răspuns din cadrul sistemului de asistență socială.

Acest suport în valoare de 174 mii de dolari completează lotul de dezinfectanți, mănuși și măști care a fost oferit sistemului de asistență socială, acum două săptămâni, printr-un efort comun al UN Women Moldova și al Suediei la solicitarea Ministerului Sănătății, Muncii și Protecției Sociale.

„Acest suport vine sub formă de echipamente de protecție individuală, pentru că în aceste zile grele pentru R. Moldova sunt mobilizați mai mulți specialiști din prima linie. Această pandemie are un impact negativ din punct de vedere al vulnerabilității la care sunt expuși cei defavorizați: victimele violenței, persoanele în vârsta sau cu dizabilități. Grație acestor echipamente de protecție vom asigura securitatea angajaților structurilor teritoriale de asistență socială care sunt acum în prima linie a asistenței pentru aceste persoane vulnerabile”, a spus Viorica DUMBRĂVEANU, Ministra Sănătății, Muncii și Protecției Sociale din Republica Moldova.

Mai mult, echipamentele din ambele loturi au fost procurate de la companii locale de producere pentru a susține businessul local în condițiile de criză provocate de consecințele COVID-19. În acest mod, UN Women și Suedia continuă să susțină femeile din domeniul afacerilor și femeile angajate prin contractarea bunurilor și serviciilor de la producători din Republica Moldova.

De asemenea, mă bucur enorm că am reușit să achiziționăm aceste echipamentele de protecție la nivel local, acestea fiind produse de companii moldovenești, astfel sprijinim și producătorii locali”.

„În calitate de parteneri, suntem solidari cu Guvernul Republicii Moldova pentru a ne asigura că sunt luate toate măsurile de precauție și că personalul sistemului de asistență socială și personalul medical pot răspunde eficient la focarul COVID-19. În special, dorim să ne asigurăm că femeile și alte grupuri vulnerabile sunt susținute. Experiența arată că există cazuri de violență împotriva femeilor care nu sunt raportate, de asemenea unele grupuri vulnerabile, precum persoane cu dizabilități, se confruntă cu lipsa de acces la servicii esențiale. Ca și parteneri, trebuie să ne asigurăm că toate cazurile sunt raportate, iar supraviețuitoarele violenței în familie și alte grupuri vulnerabile pot accesa serviciile necesare”, a menționat Peterson MAGOOLA, Reprezentant interimar de țară UN Women Moldova.

La începutul lunii aprilie 2020, UN Women Moldova și Suedia au contribuit la eforturile Ministeruli Sănătății, Muncii și Protecției Sociale și Coaliției Naționale „Viață fără Violență în Familie” în asigurarea cu produse igienice și alimentare pentru femeile din 15 centre de plasament și instituții publice specializate din diferite regiuni ale țării.

Valoarea totală a asistenței oferite în lupta împotriva pandemiei de COVID-19 prin intermediul UN Women cu sprijinul financiar al Suediei se ridică, în prezent, la 215 mii de dolari.

Instituțiile ONU din Moldova sprijină răspunsul național la pandemie prin activități coordonate care au drept scop protejarea oamenilor, în special, a celor mai vulnerabile categorii, precum și creșterea capacităților sistemului național în diverse domenii.

28,000 protective coveralls were provided by Sweden and UN Women Moldova for 3,279 social workers from all over the country

A second lot of assistance in the form of 28,000 protective coveralls of about $ 174 thousand worth was donated this week to the 36 territorial social assistance structures across the country through the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Moldova with the financial support of Sweden.

The protective equipment supplied is to support the efforts of the Ministry of Health, Labor and Social Protection in providing protective equipment to the first line staff of the social assistance system that provides services to vulnerable categories of the population during the COVID-19 pandemic. The social assistance system is functional during the quarantine and the social assistants and workers are actively involved in assisting the population at local and rayonal level, whether visiting families, elderly people and people with disabilities or looking for solutions for their beneficiaries financial, social and emotional problems. For this reason, it is crucial for social assistants and workers to be equipped accordingly in order to their jobs as safely as possible.

The minister of Health, Labor and Social Protection of the Republic of Moldova Viorica DUMBRĂVEANU stated:

„This support comes in the form of personal protective equipment, because in these difficult days for the Republic of Moldova, many specialists from the front line are mobilized. This pandemic has a negative impact on disadvantaged people who are more exposed to vulnerabilities: victims of violence, the elderly or people with disabilities. Thanks to this protective equipment we will ensure the security of the territorial social assistance structures’ employees who are now in the first line of assistance for these vulnerable people”.

The protective equipment from current and previous lots was purchased from local production companies to support the local businesses during the economic crisis caused by COVID-19. In this way, UN Women and Sweden continue to support businesses lead by women and the employed women by contracting goods and services from Moldovan producers.

Anna LYBERG, the Ambassador of Sweden to the Republic of Moldova added that “By supporting social assistants and social workers with personal protective equipment we are glad that we can complement the efforts and the work done by the Ministry of Health, Labor and Social Protection. I am also very glad that we were able to purchase these emergency packages locally, the equipment provided is produced by Moldovan companies and by that we are supporting the local producers. I hope that by these joint efforts, we can ensure a sufficient level of protective equipment for the frontline personnel working every day with vulnerable groups and with victims of domestic violence”.

This 174-thousand-dollar support complement the lot of disinfectants, gloves and masks that was offered to the social assistance system two weeks ago through the joint effort of UN Women Moldova and Sweden at the request of the Ministry of Health, Labor and Social Protection.

Peterson MAGOOLA, Representative a.i for UN Women Moldova mentioned:

“As partners we are in solidarity with the Government of Moldova to ensure that all protective measures are taken to enable social workers and health personnel respond effectively to COVID-19 outbreak, particularly in ensuing that women and other vulnerable groups are supported. Evidence is showing that there are cases of violence against women that are not being reported, as well as lack of access to services for some vulnerable groups like people with disabilities. As partners, we need to ensure that cases are reported, and survivors of violence and other vulnerable groups can access necessary services”.

In early April 2020, UN Women Moldova with the support of Sweden contributed to the efforts of the Ministry of Health, Labor and Social Protection and the National Coalition “Life Without Violence” in providing food and hygienic products for women beneficiaries from 15 public institutions, associations and placement centers from different regions of the country.

The total amount of assistance provided in the fight against the COVID-19 pandemic through UN Women with the financial support of Sweden currently amounts to 215 thousand dollars.

The UN system in Moldova supports the national response to the pandemic through coordinated activities, which aim to protect people, especially the most vulnerable, and increase the capacities of the national system in various fields.
